Opening Ceremonies
  • An honor guard from Yakima’s East Valley High School ROTC presented the colors.
  • Hiedi Ceja from Davis High School in Yakima sang the national anthem.
  • Sherri Osborne of the Moses Lake chapter offered the invocation.
  • Yakima Mayor Michah Cawley welcomed delegates and guests.
  • During the opening ceremony, zone directors were introduced as they led the First Timers from their zone into the meeting hall. A total of 148 First Timers were in attendance.
  • Introductions were made of the PSE Board of Directors and Past Presidents Vince Mohan, Nolita Smith, Lary Wright, Glenn Gorton and George Dockins.
  • Other special guests recognized were: Kim Cook, President of SEIU Local 925; Donna D’Arcy, Ivan and Hannah Pastrano of California School Employees Association; Valerie Rolstad, Mark Krey and Laurie Stammer of SEIU Local 284-Minnesota; Mike Ragan, Kathy Axtell and Debra Chandler from WEA; and Paula Monroe from NEA.

Business Session #1
  • Reen Doser, Elections Chair, gave the credentials report.
  • Secretary Denise Adams presented voting procedures and the standing rules which were adopted.
  • The Sgts-at-Arms were appointed by the president.
  • Sherri Osborne, chair of the Nominating Committee, announced the declared candidates for state office and explained the process for floor nominations. There were no nominations from the floor. Each candidate addressed the delegates.
  • Instructions on the election process were given.
  • Delegates were dismissed to attend the Quality Public Services workshop with 100 members from SEIU Local 925.
  • SEIU International President, Mary Kay Henry, addressed the delegates after Friday’s dinner.

Business Session #2

  • Reen Doser, Elections Chair, gave the credentials report.
  • SEIU International President Mary Kay Henry and Vice President of the Public Services Division, Eileen Kirlin, made a PowerPoint presentation to the delegates and responded to questions from the audience.
  • Superintendent of Public Instruction Randy Dorn described the future of Washington’s education system.

Business Session #3
  • Reen Doser, Elections Chair, gave the credentials report.
  • Governmental Relations Director Doug Nelson reported on the past year’s legislative session.
  • Legislative Council Chair Charlotte Shindler presented the Annual Legislative Policy, which was adopted by the delegates.
  • Executive Director George Dockins addressed the delegates.
  • Emergency Relief Chair Deb Lewin reminded delegates to buy raffle tickets and gave a brief report.
  • President Owens appointed Marty Lovinger as parliamentarian.
  • Bylaws & Resolutions Committee member Emma LaVallie presented the proposed bylaws amendments.

Awards Banquet
  • Election results were announced and Past President Glenn Gorton administered the oath of office to the newly elected board members.
  • President Owens congratulated 13 chapters chartered with PSE for 35 years:

Business Session #4

  • Following a credentials report, the bylaws discussion continued until concluded.
  • Treasurer B. C. Craig presented the Annual Financial Report
  • Winners of the Emergency Relief raffles were drawn and prizes presented.
  • Deb Lewin announced $24,746 had been raised for the Emergency Relief Fund.
  • Zone 5 won the Northwest Harvest Food Drive Award; they donated 500 pounds of food.
  • President Owens gave her State of the Union address.
  • President Owens thanked the Board of Directors and bid farewell to retiring State Secretary Denise Adams.
  • Luallen Scott from the Naches Valley chapter won the grand prize of a Mexican Riviera cruise for two.
